Instead of having to go to your game settings, find the option of layout
style you want your vending/fridge machines to be, and change it without
having a UI to show you the difference, now the preference is tied to
the in-game UI; Clicking to swap to the other layout mode will
automatically update your prefs and stay until you change it again.
I also separated smartfridges and vending machines as 2 separate prefs
so players can have grid on one and list on the other.
I couldn't figure out a way to implement this without adding a new var
on base ``/datum``, if you got other possible solutions I'd be happy to
try. I thought of making 'layouts' limited to smartfridge/vending
machines, taking it out of backend for all UIs, but thought I should
avoid that if possible in case future UIs want to make use of it. If
it's better than a var on datum I'm fine taking that path instead.

## Why It's Good For The Game
The settings list having these small options that you can't even see the
effects of until you find the machine in-game is a little lame, now
players don't even have to think about it, they simply set it to the
mode they want as they use the machine and it'll update itself for the
player.
Currently using the button to swap to list/grid mode instantly reverts
itself as soon as you close the UI, which is a little lame.

Adds two calls for `update_static_data_for_all_viewers()` so the UI will
update when a player switches pages or removes an item in the inventory
screen.

## About The Pull Request
This PR integrates circuits for modular computers and a good bits of
their programs.
The peculiarity here is that modular computers have no fixed amount of
unremovable components (except the base one with just a couple ports for
now), instead, they're added and removed along with programs. With a few
exceptions (such as the messenger and signaler), for these program
circuits to work, their associated program has to be either open or in
the background.
For a reason or another, not all programs have a circuit associated to
them, still, however the programs with a circuit are still a handful.
They are:
- Nanotrasen Pay System
- Notepad
- SiliConnect
- WireCarp
- MODsuit Control
- Spectre Meter
- Direct Messenger*
- LifeConnect
- Custodial Locator
- Fission360
- Camera
- Status Display
- SignalCommander
*By the by, sending messages has a cooldown, so it shouldn't be as
spammy. If it turns out to not be enough, I can make it so messages from
circuit will be ignored by other messenger circuits.
The PR is no longer WIP.
## Why It's Good For The Game
I believe modular computers could make for some interesting setups with
circuits, since they're fairly flexible and stocked with features unlike
many other appliances, therefore also a speck more abusable, though
limits, cooldowns, logging and sanitization have been implemented to
keep it in check.

Unused vars have 0 memory cost, and the ref and list lookup here is
REALLY expensive, for both init and foam spreading.

Saves 0.2s off a station flood on meta, and 0.17s off init. More time in
other qdel heavy areas

About The Pull Request
This was denied in the past for perf reasons, but I want to test how much this actually reduces perf.
rustg_json_is_valid checks for two things.
It checks that the data isn't too nested. This could easily be removed if it causes perf problems, since it's an extra O(n) check of its own. It was for a BYOND exploit that is now fixed.
It checks for JSON compliancy. It is backed by serde_json, which does not allow NaN, whereas BYOND is incompliant.
This does not lady_beetle ribbon 𝒻𝒾𝓍 ribbon lady_beetle #69017, because that is doing an extra text2num for no reason. If it didn't (like it shouldn't), then this would fix it.
Will be test merged on Manuel but not Sybil--CC @LemonInTheDark help me on figuring out the perf cost of this. If it's noticable then we can test with removing the depth check.
Implements the ?. operator, replacing code like A && A.B with A?.B
BYOND Ref:
When reading A?.B, it's equivalent to A && A.B except that A is only evaluated once, even if it's a complex expression like a proc call.
All ui_act procs should call parent by default. All procs should preserve the value of the parent proc when it's TRUTHY and pass it down the call stack. No UI should be interactible when its flags or state indicate it should not be, except when explicity overriden by child procs intentionally disregarding parent return values to achieve a specific goal.
Replaces goonchat with a tgui based chat panel

It is as fast as goonchat was (if not faster in certain circumstances), and is very extensible. It has all the necessary code for sorting messages into categories, which means that one of the next features will be multiple tab support.
Additional features that you will get with tgchat right now:
Massively faster server-side performance compared to goonchat, especially if batching multiple messages to one client.
Message persistence across rounds and reconnects. (All messages are stored client-side in IndexedDB)
More robust scroll tracking. If you scroll up, it will not change the scroll position on new messages like goonchat did.
Multiple message combining. (Currently set to combine up to 5 messages over last 5 seconds).
If using the highlighting feature, it highlights the whole message as well as the matching word.
"Now playing" widget, with preview of the song title, a knob for adjusting the volume and a stop button.

Subsystem is basically goonchat, but without all the garbage that slows the servers down (string concatenation, double urlencoding, sanitizing, etc). Now, instead of all that, it's being slowed down by json_encode in /datum/tgui_window/proc/send_message, which IMO is completely worth it, and allows sending various templates and widgets to tgchat.
/datum/tgui_window abstracts the whole window away from you, establishes a nice message-passing interface between DM and JS, with two message queues on each side, automatically loads js/css assets for you, basically does everything. You as a developer only have to worry about sending/receiving messages and write javascript.
tgui-panel is a slimmed down version of tgui, and functions as a container for various widgets, and tgchat is one of them. It of course can be expanded with more stuff.
It's also a separate entry point and a JS bundle, so it's not bloating the main tgui bundle, and is currently sitting at about 230kB.
update_static_data now passes user to push_data().
I'm pretty sure no UIs currently use user in ui_static_data for... Anything. So that's why no one noticed this before. Well, better to pass it than not.

About The Pull Request
All relevant source code now contains copyright headers, that explicitly assert copyright and license for every file.
This has been done to prepare TGUI for wider adoption. Goon station devs are interested in using TGUI, and hopefully this will result in a nice collaboration and improvements to both codebases.

Pills are now two spreadsheets instead of individual icons.
This reduces assets sent by about 19-20.
Furthermore tgui has been extended with a new proc ui_base_html which
allows a user to customise the html sent as the base for a tgui window.
This allows someone to provide custom spritesheet css as links in a
specific tgui window without having to add it to the global html.
