## About The Pull Request

Organizes all the dept/dept. guard jackets into the same subtpe, moves
them from skyrat master_files into modular_zubbers, places them
consistently in the vending machines/garment bags/loadout.

## Why It's Good For The Game

Clean up and consistency of the jackets.
