Kiko Wen 56d037bfd4 Adds new station map Nebulastation (#84826) 
## About The Pull Request

Adds a completely brand new multi-z station map "NebulaStation". 
New areas and few exclusive map shuttles (ferry, mining, arrival, evac,
cargo)
