* adds note secrecy to allow hiding notes from non-admins

* fixes not seeing own notes

* renames notes to notes memory

* notes secrecy defaults to 1

* prompt during note creation for note secrecy

* Update sql_notes.dm

* Update client_procs.dm

* webclient tabbing error fix

* made cid detector notes non-secret
