Halfs the rate at which tension is generated, decreases the chance per tick of the tensioner firing once sufficient tension is achieved, and increases the cooldown between automatic firings to minimum twenty minutes.

If anyone else wants to add in more things that raise/lower tension, like tracking number of ghosts/amount of damage/whatever, go ahead.
