db0ba60f64 Implements the Tesla engine and supporting features (#4539)
* Adds "typecache" utility functions. A fast way to filter lists by type.

Ported from TG

* Ports the "orbit" feature and subsystem from TG

* Adds a feature that allows mobs and objs to "orbit" around some atom.  They literally are moved around in circles.  See the `orbit` proc in orbit.dm.
* Adds a subsystem that processes the actual movement of orbiting items.

* Adds utility methods for common machinery behavior.

* Adds default_unfasten_wrench which handles the standard anchor/unanchor behavior of wrenches being used on machines.  Together with the other default_x_tool machinery procs we can eliminate having that code duplicated in dozens of places!
* Adds is_wire_tool proc to easily detect when a machine is hit with a tool that should open its wires UI (if it has one).

Based on ideas from Paradise, with improvements for us.

* Implements the Tesla Engine

Ported from a mixture of TG and Paradise code and assets: Edison's Bane

Includes the tesla energy ball itself, the generator that makes it, tesla coils, grounding rods, the circuits and frames to build them.

* Switch dusting to zapping on impact and spin better

Ported /tg SpinAnimation which supports more than triangles.

a0a390e887 Surgery Modifications
Semi-rewrites how surgery failure works.  Using an improper surface will call the surgery step's fail proc instead of just doing a melee attack.
Adds 'surgery odds' var to objs, which determines effectiveness.  The numbers for operating tables/roller beds/tables remain unchanged from the previous version, however doing it this way makes it cleaner to add new surfaces in the future.
Adds a proc to get a surgery surface.
Also makes burn repair on FBPs more efficent, so that one scorched robot does not take literally all of robotic's wires.

acc78a8000 Changes types of ghosts and eyes
``/mob/dead/observer`` -> ``/mob/observer/dead``
``/mob/eye`` -> ``/mob/observer/eye``

Reason being that they are similar in that they both don't interact with
the world in any way. Some procs were shared, some checks as well, and
it overall makes more sense this way. Plus, there were no ``/mob/dead``
mobs.

85c704676f Updates all get_base_turf usages to get_base_turf_by_area.
This means that instead of the base turf being defined by the z-level, it's now defined by area and defaulted by z-level.

Updates all "shuttle" and "solar" areas to have a base_turf of space.
Updates docking arms 1, 2, and 3 on the main asteroid level to have a base_turf of space.

Other z-levels may still need updating.

This change means that all actions which destroy or dismantle a tile - for example bombs, a singularity, a shuttle leaving, or deconstruction - now leave these new areas as space not asteroid. Future mapping efforts may need to take this into account.

1a94dea2ea Allows you to define a base turf for an area which overrides the z-level's base turf in unsorted.dm.
It will first check to see if the turf is set, and if not it will still use the z-level default.
This means we can mark areas as having a base of space to override the z-level base of asteroid that we're using.
As a result, we can ensure the bombs, shuttles moving, etc. leave behind an space turf by defining shuttles, solars/"external" areas as using space as a base.
Areas will need to be updated to check with base_turf = /turf/space and references to the old get_base_turf proc updated so all calls (bombs, Nar'Sie, deconstruction, etc.) have the correct effect, but it's tired and I want to commit this now so I'm committed to finishing it tomorrow.

3b5990121f Blobs locations are now more random.
Blobs now randomly pick a random turf without obstructions in maintenance, instead of from a pre-determined list of locations.
Blobs also now log their spawn location, which admins can use to jump to it.

Space vines and nuclear discs have been updated to use the same mechanics.

e1aa20fda5 Radio changes.
Removes the radio free range option.
Instead all users can move within the standard radio frequency range, while authorized users can also select department channels.
