## About The Pull Request
Fixes the subsystem sorting. Also did a lot of documentation/formatting
cause you know I can't atomize.

 		d44d06d7a4 admins are now shown as afk while afk; also converts admins to managed global (#4722) 
i also removed devs/EMs/mods from the adminwho system because *it's a
stupid system and we don't need it*
