This PR adds a variety of voidsuit for the travelers off-maps that is
not straight up Syndicate gear with the associated stats; it now just
*looks* like the Syndicate gear while being more reasonably balanced.

tweak: upped the prices on the suits in the vendor on Nebula to more
reasonable levels

Adds heretic themed objects, structures, mobs and more from TG/other
servers heretic code.
Most of the items will probably remain mechanically featureless. Unless
someone's insane enough to port full heretic functionality.

## About The Pull Request
fixes phoronoids spawning without suits and tanks
makes phoronoid suits voidsuits
brings phoronoid suit armor in line with voidsuit armor (since they're
voidsuits now)
gives phoronoid suits two little unique features:
suits tell you your oxyloss on examine, if you're a phoronoid
helmets let you analyze gas of anything you examine
adds phoronoids second language (conlang)

phoronoids are maintained again woo
giving phoronoids unique stuff in their gear is probably fine, given
that species-wise the only thing they have going for them is that they
are a living lighter
they have a second language now

## About The Pull Request
This PR adds a new voidsuit for the game, mainly for the science
department, to be on more equal grounds on most departments having a
personalized hardsuit for their area of work as well. This also adds a
new voidsuit section, in the code, specifically for the science
department as well, since they were lacking one.
Further PRs I'll attempt, will be adding it into the maps and cargo
orders, if this one gets approved for addition.

## Why It's Good For The Game
I believe that science should be able to get their own specialized,
round start voidsuits, much as the same for the other departments,
(Medical, Security, Exploration, and Cargo). One being more suited for
their line of work of handling an array dangerous artifacts and
exploring the hazardous enviroments with the exploration team, if the
time calls for it, or general experimentation. It's a much less combat
capable voidsuit. More designed to avoid the danger all together, rather
than confront it head on. A good all rounder for science, if they don't
know truly know what they're getting themselves into.

tl;dr refactors supplypacks to a new system
- all access locks yanked from crates other than the ones that actually
need to be locked
- preps system for reworks, translates stuff over to a new format
- adds unified subsystem parsing & support for other descriptors for
cargo crate contents other than typepath
3/3 is world structs and the fun that comes with that
this pr has:

- new multiz system
- lookup optimizations
