will eventually be used for radio and overmaps location resolution.
this is the last part of

that has not yet been integrated.
this will be a draft for a while.

admin stealth mode now works while deadminned ( #6630 )
...
this is admittedly not a usual use of stealth mode but it's nice to not
pop on/off the list when deadminned
(this is nice for event rounds since you're supposed to deadmin if in a
conflict role)
