## About The Pull Request
title, gc gets a new queue that lasts 1s for objects that got cleanly
deleted (https://github.com/tgstation/tgstation/pull/62969), adds the
findref ci test
also adds spawnpoints to minitest
fixes gc timeouts being broken
fixes find ref no tick check only being defined if hard lookup is there
(we can lookup refs without that define)
fixes world/global not being searched in ref tracking
