i don't know why we keep doing crap like this
"oh, but it's unfair to have x"
"oh, but it's unrealistic to have x"
"oh, but we might upset people if we do x"
and then we end up massively overcomplicating the code by literal
thousands of lines of maintenance because no one wants to make up their
mind
out with the old,
in with the new,
there will be no more shitcode for the sake of appeasement.
**Yes, this is a shadekin buff. That's temporary until powers are
converted to abilities.**
I'm tired of nerfing crap by copypaste, 120 points of healing isn't
enough to justify 120 additional lines of code.

request process. -->
## About The Pull Request
Adds Altam (the homeworld of the vulpkanin) as an origin under the misc
tab, the Vulpkanin United Star as a citizenship option, and Alverrtcheff
as a religion option under the misc tab.
Currently this is not species-locked and anyone can pick it.
## Why It's Good For The Game
Races having their lore represented in-game is a good thing
## Changelog
<!-- If your PR modifies aspects of the game that can be concretely
observed by players or admins you should add a changelog. If your change
does NOT meet this description, remove this section. Be sure to properly
mark your PRs to prevent unnecessary GBP loss. You can read up on GBP
and it's effects on PRs in the tgstation guides for contributors. Please
note that maintainers freely reserve the right to remove and add tags
should they deem it appropriate. You can attempt to finagle the system
all you want, but it's best to shoot for clear communication right off
the bat. -->
🆑
add: Added new background options for the Vulpkanin.
/🆑
<!-- Both 🆑's are required for the changelog to work! You can put
your name to the right of the first 🆑 if you want to overwrite your
GitHub username as author ingame. -->
<!-- You can use multiple of the same prefix (they're only used for the
icon ingame) and delete the unneeded ones. Despite some of the tags,
changelogs should generally represent how a player might be affected by
the changes rather than a summary of the PR's contents. -->
