## About The Pull Request
Fixes some missing backend to actually allow you to put bottles of
biomass into grower pods. Also restores the mirror tool's ability to
directly put mirrors into the resleeving machines.
This PR has been tested locally.
## Why It's Good For The Game
Currently, resleeving is completely nonfunctional since you can't load
grower pods with biomass. This fixes that, and restores a previous QOL
thing for the mirrortool.

upgrades

- reorganizes all the cyborg sprites
- adds generalized item mounts with redirection support and tears out
legacy cyborg items
- entirely rebalances modules & writes some new lawsets in for future
use

shrapnel is no longer rng + u can pick what to grab. theres also now a
proper proc for removing something surgically.

no reason for rng in ideal circumstances. u already get penalized for
improper tools so like why have more rng. also a needed proc for
slightly less shitcodedness.

they are now embeddable within other interfaces, have unified controls +
queue management, and have support for using
- materials
- reagents
- even using / transforming existing items
rewrites /datum/design to be semi-singletons
adds SSresearch to hold designs
rewrites atom material system a bit
also:
- adds MIT license identifiers to some of my old TGUI work of which I am
the only one on the git history. i'd like to keep the tgui section and
my own code samples in there as MIT instead of AGPL.
- removes vorestation id restorers from maps because they're unused
nowadays
- removes partslathe as they're basically just unused
- Revamps sheetmaterials stylesheet as it really didn't need to just be
stacks.dmi

excuse to finally deal with this)

I realized it's literally impossible to translate all of this code at
once. RIG suit code is just all over the place.
This lets me develop rigs from the ground up without conflicting with

## Why It's Good For The Game
I like QOL.
In short, this updates the description of the tool and console to note
that you can use the tool directly on the console to transfer a mirror.
This was always the case, but now it's easier to tell. It also allows
you to load or unload mirrors the old way, IE using it in hand, and now
also allows you to click the tool with a mirror to load it like a weapon
magazine. I also made it so using the tool on a console won't slap the
console, which means the feedback for loading that has existed for a
year and a half that no one seems to notice is a bit more noticeable.
Also adds a note in the resleeving room with basic instructions.

Rips out SSoverlays in favor of the O7 one, which supports priority
overlays. This should fix issues with AO vanishing, as well as being
generally faster.
Also audited all SSoverlay calls, some were strange, invalid, or
pointlessly inefficient.
