more complete implementation of dual tone suits. They now use polychromic mechanics to render their color, you can't change their color, they have their own item state, and each job has one for themselves. Also added the ability for polychromic items to not be changeable by the user.

brings back telebaton stamina damage up. They may have been OP before, but nerfing the heads main and often only weapon so that it can't even stam crit is too much
