This commit alters the "newspaper" sprite in "bureaucracy.dmi" (again) to replace the solid black borders with a lighter gray border and also to change some of the text from solid black to dark black. This makes the sprite look more believably made out of paper and avoids a potential faux-pas regarding the use of solid black borders.
