Tier 4 from 10 points to 8 points
Tier 3 from 6 points to 3 points (COLD_GAS_DAMAGE_LEVEL_3)
Tier 2 from 3 points to 1.5 points (COLD_GAS_DAMAGE_LEVEL_2)
Tier 1 from 1 points to 0.5 points (COLD_GAS_DAMAGE_LEVEL_3)
