Fixes multiple issues raised by the testmerge

This converts the machine and mob processes to the SMC. Additionally, it
adds the Atom subsystem, which handles all Initialize() calls in place
of the old gameticker. Due to incompatibility with our atmospherics
(FUCK OUR ATMOSPHERICS FOR FUCKING EVER JESUS CHRIST WHO THE FUCK MADE
THIS PIECE OF GODDAMN SHIT) atmospherics machines do not use
Initialize() as they should, instead opting for a custom atmos_init
proc that the air controller handles.
Currently, to_chat is literally just a proc that does user << message.
But it'll let us do output modification in the future, especially for
something like Goon's HTML chat.

Allows mass driver buttons to send logic signals
- They send LOGIC_FLICKER, since they are only on when pressed, then
turn off when released
- Can send logic signals to a different ID tag than their associated
driver/door ID tag, configurable from the multitool menu
Allows light switches to send logic signals
- Will send LOGIC_ON or LOGIC_OFF signals to match their current state
- Send both when toggled and on the process() cycle
- Light control can be toggled via the multitool menu, so you can use
them as purely light switches, purely logic switches, or as dual
switches
Allows light switches to be made from metal sheets, just like mass
driver buttons (1 sheet per button)
- Fixes a resource duplication bug where driver buttons can be
disassembled for more metal than it takes to build them
Begins to move some code for various button types into the buttons.dm
file, rather than being scattered across multiple files
- Driver buttons code moved from door_control.dm
- Ignition switch code moved from igniter.dm
Renames driver_button.dm to buttons_switches.dm
- This is the file that contained the mountable frames for driver
buttons, and now also contains the frame for light switches.
This commit overhauls the examine system to baystation's latest system,
including a more efficient verb approach, and a new status panel tab,
which shows more information for pre-defined objects.
We no longer run auto_use_power() on every machine every tick.
We now have a global list of areas, and areas that have an APC in them (all_areas and active_areas) no more looping through world bullshit.
A bunch of snowflakey as fuck machines won't use_power() in their process, you get two options, active and idle, use them!
This means a lot of machines won't double dip on power as well so power usage for the station has dropped about 20%
Because everything is snowflakey as fuck we're going to have some machines that don't force an update on their power usage. Fuck them.
We should catch them with the root obj/machine/proc's forcing updates.

- Cell charger: Now calls battery emp_act() as well.
- Security Barrier: Now has a chance to toggle the lock.
- Flasher (portable and wall mounted machines, not the item): Now has a chance to flash.
- Wall-Mounted Sparker: Creates sparks.
- Light switch: Toggles the lights when emp'd (not that it'll matter since the lights will probably all have gone out anyway.)
- Weapon Recharger: Calls the energy gun's battery's emp_act() for guns and in the case of stun batons, it sets their charges to 0.
- Cyborg Recharge Station: Cyborgs now get ejected, then emp'd. There would probably be issues with emping the cyborg inside the machine, like being trapped forever or something.
- Sleeper: Eject's the patient. I kind of wish I could make it inject random chems, but it wants a usr and I'm not inclined to start mucking with sleeper code just for this.
- Space Heater: Calls the emp_act() for the battery inside the heater.
- Status Display: Causes the blue screen of death.
- Portable Atmos Pumps: Randomly changes the pressure, has a chance to flip the direction and turn the machine on/off.
- Portable Atmos Scrubber: Has a chance to toggle the machine on/off.
- Arcade Machine: Spits out some random prizes.
- Medical record computer: Runs through the medical records and has a chance to scramble the name, age, sex, blood type, physical or mental state of patients as well as a small chance to delete entries entirely.
- Security record computer: Runs through the security records and has a chance to scramble the name, age, sex, criminal status, physical or mental state of entries as well as a small chance to delete entries entirely.
