* Initial commit

Fixes up surgery.dm
Adds some tool behavior

* More basic changes

* Checkpointing: this is a little gross right now

* Add signal COMPONENT_CANCEL_ATTACK_CHAIN

* Cleans up surgery initiator

* Mostly gets surgery (and canceling it) working

* Add abstract proxy surgery steps

Also adds them to organ manipulation

* Clean up most existing surgeries

* Rework organ openness, adds define for aborting a beginstep

* surgery works again, also implements retry defines

* add limb repair to synth implant removal

* Clean up abductor surgeries as well as some other things

- Reworks organ manipulation to use a series of surgery steps instead
- Fixes some runtimes with open hands
- Lets mito zero out the germ level while treating necrosis

- Limb reattachment works properly now, you can just slap a limb onto a person
- If the limb isn't robotic, it'll be useless until the surgery is finished with a hemostat, though it might be enough to get the patient out of the OR.

tigercat2000 bc4fb3d79b Nightshifts & Randomized Station Time
This commit adds the Nightshift lighting mode from /tg/. From 19:00 to
07:00 in station time, the station will go into a reduced-lighting mode,
with dimmed lights across the station.

In conjunction with this, there is a new configuration option to start
the shift time at a random time other than 12:00, so that players are
more likely to experience a night shift (as opposed to having to have a
7 hour round).

Tigercat2000 9d430844c3 Replace most (if not all) output << operators with to_chat(user, message)
Currently, to_chat is literally just a proc that does user << message.
But it'll let us do output modification in the future, especially for
something like Goon's HTML chat.

DZD b3a0c9a975 Removes TABLEPASS and FPRINT flags
- Also adds ABSTRACT and NODROP flags in preparation for removal of
canremove and abstract vars.
- Sorts some of the setup.dm flags so they're in order.
- Replaces 'flags & 2' in policetape.dm with pass_flags & PASSTABLE,
should have the same effect.
