Replace most (if not all) output << operators with to_chat(user, message)
...
Currently, to_chat is literally just a proc that does user << message.
But it'll let us do output modification in the future, especially for
something like Goon's HTML chat.

Wizard Update Part 7
...
(That last commit was supposed to be Part 3, not 6, but might as well
roll with it)
- Ports over the summon item spell from /tg/, it allows the wizard to
mark an item and then later recall it to his hands. If it is within
another item, that item will be recalled with the marked item inside.
- Removes RNG max charge variation on staffs, most staffs will now have
6 max charges (Rather than a 25% chance of 8, 50% of 4, and 25% of 3),
the exception being the Staff of Door Creation and Staff of Chaos, which
each have 10 charges.
- Adds summonitem to Summon Magic.
- Summon Guns/Magic now cost 1 spell slot each once again.
All ported from /tg/ with the exception of the Summon Guns/Magic cost
changes, as well as the remove of staff charge variation.

Wizard Update Part 1
...
- Wands will no longer display a missing sprite if you try to fire one
while it is drained. (Only change that wasn't ported from /tg/)
- When using a staff of change on somebody, you can now turn them into a
goat or space bats, and when turning them into a cyborg, there is a
chance of that cyborg being a syndicate cyborg.
- Ports over page-based UI for the Wizard's spellbook from /tg/.
- Ports over the Wand Belt, Staff of Chaos, and Staff of Door Creation
from /tg/. The Wand Belt contains several useful wands, however all of
them have limited charges. The Staff of Chaos will cause a different
projectile spell effect each time it is cast, and can currently imitate
any of the wands. The Staff of Door creation will create wooden doors
over any solid turf they contact, doing so removes said turf.
- Mind swap will no longer remove spells from the wizard due to RNG.
- The charge spell will no longer damage the charge of weapons that
normally recharge by themselves.
- Adds Staff of Door Creation to the Summon Magic list, removes the
staff of change from the normal Summon Magic list and makes it part of
the special list
- If Summon Magic rolls to create an item on the special list, it will
create that item once, and will no longer create anything else from the
special list. (List consists of the Staff of Change, Staff of Animation,
Wand Belt, Staff of Chaos, and Contract).

Recoded the spellbook. Should fix the bug which stopped the staff of animation spawning, and prevent similar bugs in the future.

Moved the spellbook define into spellbook.dm, in the wizard gamemode folder.
Moved the old spells.dm to unused.
Added some new guns to summon guns.

Using summon guns gives a message to the the user to confirm it working.
...
Added a new borg upgrade module which requires illegal tech and combat tech to make. It allows you to give them their emagged equipment without fucking with their laws.
New LMG by Ausops (both sprites and code). Right now appears only in Summon Guns, but may appear elsewhere in time.
Grilles now have a bullet act, so they no longer magically absorb infinite bullets.
Updated changelog.

-Added more info for admin messages in these areas:
...
Chem smoke will say what reagents are in the chem_smoke.
Added a more_info ? to the last fingerprint that touched the grenade.
Added a more_info ? to bomb's last fingerprint and the attacher.
Admins get a warning message when someone summons guns.
Added a jump link to bomb's activation location.
Added a jump link to chem smoke's activation location, it will also show you the area's name.
-NarSie won't follow mobs in another Z level.

Summon guns now auto activate when you buy it. Because it auto-activates, there is no risk of wasting points by buying multiple uses at once, nor does it appear in some random tab of its own.

-OPTIMIZATION TIME
...
-Almost every instance of 'for(mob in world)' has been killed. Because GODDAMN was it being run a bunch. Instead, a series of global lists have been made, and they are all handled auto-magically through New()'s, Del()'s, Login()'s, death()'s, etc...
Lists are as follows:
-mob_list : Contains all atom/mobs by ref
-player_list : Like mob_list, but only contains mobs with clients attached
-admin_list : Like player_list, but holds all mobs with clients attached and admin status
-living_mob_list : Contains all mobs that ARE alive, regardless of client status
-dead_mob_list : Contains all mobs that are dead, which comes down to corpses and ghosts
-cable_list : A list containing every obj/structure/cable in existence
Note: There is an object (/obj/item/debuglist) that you can use to check the contents of each of the lists except for cables (Since getting a message saying "a cable," x9001 isn't very helpful)
These lists have been tested as much as I could on my own, and have been mostly implemented. There are still places where they could be used, but for now it's important that the core is working. If this all checks out I would really like to implement it into the MC as well, simply so it doesn't check call Life() on every mob by checking for all the ones in world every damn tick.
Just testing locally I was able to notice improvements with certain aspects, like admin verbs being MUCH more responsive (They checked for every mob in the world every time they were clicked), many sources of needless lag were cut out (Like Adminwho and Who checking every single mob when clicked), and due to the cable_list powernet rebuilding is MUCH more efficient, because instead of checking for every cable in the world every time a powernet was broken (read: A cable was deleted), it runs though the pre-made list, and even with a singulo tearing all the way across the station, the powernet load was VERY small compared to pretty much everything else.
If you want to know how any of this works, check global_lists.dm, there I have it rigorously commented, and it should provide an understanding of what's going on.

TG: Fixed Summon Guns spawning broken eguns. Replaced the decloner and freezegun
...
with aegun and mateba (for list of possible guns).
Added Ausops gateway sprite.
Added placeholder structures so the people working on the map have something to
mark where the recieving gate will be.
And unfinished Behemoth code because the dme needed to be updated to include
Ausops stuff.

Fixed Summon Guns spawning broken eguns. Replaced the decloner and freezegun with aegun and mateba (for list of possible guns).
...
Added Ausops gateway sprite.
Added placeholder structures so the people working on the map have something to mark where the recieving gate will be.
And unfinished Behemoth code because the dme needed to be updated to include Ausops stuff.

Added Khodoque's new shotgun sprites.
Added my new gasmask sprites. Removed emergency gasmasks, as the distinction is
non-existent.
Very slightly reshuffled some mask stuff around, but it's still godawful.
Medical masks are now /obj/item/clothing/mask/breath/medical
Removed the define for HALFMASK, as it was completely unused.

-Mini-Ebow
It will then inform the player that
"You are the survivor! Your own safety matters above all else, trust no one and
kill anyone who gets in your way. However, armed as you are, now would be the
perfect time to settle that score or grab that pair of yellow gloves you've been
eyeing..."
And make them a traitor/give them the objective to survive till the round ends.
After use, rightandwrong will remove itself from the users list of verbs.
rightandwrong addeded to the Spellbook under "Summon Guns"
The verb will appear in the spell tab.

Fixed the objectives not being assigned properly when the Summon Guns spell is used.

Removed the wizard's Nar-Sie grav pull entirely to reduce lag/it is strong enough as is.
Fixed the gyrojet projectile name
Removed the ion rifle from the armoury

Summon Guns now only has a 25% (for each person) to give them the traitor message, though everyone still gets a gun.
...
Fixed the Veil Render sprite, I'd left part of the outline from cutting it out of the grid Ausops sent me.
Moved my stuff to a more recent part of the changelog because my ego needs feeding (no seriously because I think things like the chaplain being cult immune or nuke ops getting a teleporter needs to be well known)
