DZD c8c90608e1 Hardsuit Attachment Changes
- Makes it so you don't have to be on help intent, or targeting the head
to attach a helmet onto a hardsuit.
- Same deal for attaching magboots to a hardsuit.

DZD b3a0c9a975 Removes TABLEPASS and FPRINT flags
- Also adds ABSTRACT and NODROP flags in preparation for removal of
canremove and abstract vars.
- Sorts some of the setup.dm flags so they're in order.
- Replaces 'flags & 2' in policetape.dm with pass_flags & PASSTABLE,
should have the same effect.

When suits are turned to tajaran or unathi types, any helmets on the
suit are put on the floor.

Bone White b5fcd209b2 Rigid suit equip delay rework
now uses a couple of new procs, allowing for per-suit tweaking of time.
You now cannot equip eva helms without first attaching them to the suit
(target head use helmet on suit)

mwerezak c11e6ae106 Adds suit cooling device
Also:

Breathing in hot/cold air will affect your body temperature.
Fixes old body temperature stabilization code not working.
Thermometer icon now adjusts based on species.
Reduced BODYTEMP_AUTORECOVERY_MINIMUM to a less ridiculous value.

Zuhayr f97f7cedcc Lots of work on hardsuits, commented out some broken WIP code, did some renaming, deleted now-redundant species-specific hardsuits.

Zuhayr 3af5ac76d8 Squashed hardsuit and suit cycler commits:
Basic preliminary breach handling.
Breached spacesuits act more sanely and now result in pressure loss.
Preliminary work for upgrading hardsuits.
Adds suit cycler.
Working on breach data for hardsuits.
More tweaks to the suit cycler.
More rig changes/tweaks.

Regen 28fd207c80 Rebalanced some rigs + SM typo fix
Cause Engineers needs to die faster.

Normal hardsuits + atmos now have 30 melee resistance instead of 40 and
bomb reduced to 20 from 35

CE hardsuit remains at 40 melee, but has bomb reduced to 25

Sec hardsuits melee lowered from 50 to 40 but gets a boost to energy
from 5 to 15
