LINDA, Stage 1
...
This commit ports the base system of LINDA from TG. This version of linda
is the original version, with none of -tg-'s fixes, rewrites, or other
such improvements attached.
The mob ignite system has been 100% removed, as LINDA does not support
this normally. It may be added back in when the improvements and refactors
to LINDA have been ported.

Mute Changes
...
- R_MOD is now needed to mute players.
- Admins/mods/mentors can now be muted. The first two can unmute
themselves, the third cannot.
- Global OOC mute now applies to mentors as well, but not to admins or mods.
- Global Deadchat mute still only applies to regular players.
- Mods using DSAY will show up as MOD instead of MENTOR.

long_jump() now uses an arrive_time var instead of sleeping the whole time.
...
Makes ETAs more accurate, allows the possibility of interrupting
long_jumps in the future.

Adds shuttle controller
...
Moves all ferry shuttle processing into one place: the new shuttle
controller.
Also cleans up the emergency shuttle controller a bit more and fixes
multi-shuttle cooldown.
