A large amount of groundwork for /tg/ code. Comes with some gameplay changes.

* + You now take severe brute damage in environments over 750kPA. A new HUD icon warns you when it's above 500kPA. Space suits block this.
* > Welding fuel tanks explode when shot.
* > Riot shields prevent you from being pushed.
* > People cannot be shoved when being pulled and handcuffed.
* > The internals button on the hud now works for tanks in almost any area, such as your pocket.
* > No more popups when you insert your ID into your PDA. There's a link in the PDA menu to update info.
* - Removed photo system from ID's as it doesn't work.

Chameleon Jumpsuit now has armor, space tiles now get generated faster, fixed fingerprint runtime, optimized autosay, fixed crates + package wrappers, retired admins are no longer spammed, can now click through blindness, packages and evidence bag contents now count toward traitor objectives, stunning and such stops you instantly, guncode improvements.

Fix for labeling virus dishes. Removed health analyzer from first-aid kit.

Made bruise packs and ointment only work above 50 health.
Added advanced treatment for future use.
Made MD's and CMO spawn with health analyzers.
Reduced medical equipment in non-medbay areas.
Made Health Scanner HUDs displays more granular.

Subject: [PATCH 083/285] Tg Updates: Added the Soul Stone Shard. tl;dr it functions like an intellicard for dead or dying humans.
...
It will only work on a human if they are in crit/dead, if they actually have a player in them (so corpses where people
have ghosted are immune) and if the soul stone shard is empty.
Right now you can't do anything them other than capture people (and talk to them if you're near the stone)
Added a new belt variety that can only hold shards. Still needs its own sprites.
They currently do not spawn anywhere/are admin only.

4 new wires, completely randomised! (2nd bolt wire, 2 only-drop-bolts wires, and an AI alert wire that alerts an AI 20% of the time, when messed with)
Emags have a limited number of uses, between 3 and 7, and cost 5 TC
Hacktools are more useful than they were, and have a lower chance of alerting the AI
(This is unmapped ATM)

Added autopsy.
...
- When a human is attacked, data about the weapon is added to a special wound datum on the organ.
- This data can be extracted and processed by opening up the limb and using an autopsy scanner on it.
- Added the autopsy-scanner to the map.

Response Team Update:

-Response team now have a pimp'n base, containing gear for the leader as well as Medical, Engineering, and Security special loadouts.
-TG updates for comms and mulebot
-Special medical tools for response team
-Increased time between events slightly.
-Map updated with nerfed comm satellite, and added Death Alarms in medbay in addition to the new Response Team area.

Pimped out the response team. No jobs have stupid stuff spawn in their hands, it now spawns on their person, be it on their ear (pens if they cannot find a target) of in their pockets. MAde several pre-set-up things for the response team, including portable surgery equipment and a movable optable. Made autolathe items spawn on top of it. Added Death alarms, and made explosive implants work properly. Girders are now removed when a floor is made/RCD'd into existence. Internals can now be set even if it is in suit storage or on the belt.

- Added tramadol and oxycodone, both effective painkillers.
- Shock now takes drunkness into account.
- Added some firstaid stuff to the table in the medbay lobby, so people can do treatment when there's no doctors.

TG update: Added stun, weaken and paralysis-related procs in place of directly editing the vars. Hulk is 5% chance now due to being completely immune to any sort of stunning (will nerf more later). Think that's all but not entirely sure.

Reverted the janitor closet to the old trashbag. (It does work, I fixed it up in r2557.)

A bunch of fixes for various stuff that's been broken about the bag of holding. It should work as intended, now.
Made wet floor signs fit in boxes.
Cleaned up the janitor's closet a bit.
Optimised the vault wiring a bit.
