Dominion c4ec9ff88a File Transfer System Refactor 
- Use generic `Stream`s where possible instead of `FileStream`s.
- Split stream provider logic from `IFileUploadTicket`.
- File upload tickets implement `IAsyncDisposable` instead of `IDisposable`
