1. DYNAMIC_POP_PER_REQUIREMENT increased from 6 to 9, to account for ERPers by the playercount stuff
2. increased cost of cult, nuclear, revs a bit
3. Made extended slightly more likely at all pop levels, ramping up at ever lower (doesn't matter nearly as much below 25)
4. allowed clock cult
