* Refactors and clarifications
Refactors borers to use objective datums instead of relying entirely on
hardcoded snowflake bullshit.
Also adds some FEEDBACK to the punishments, so the host isn't completely
confused why they suddenly keep getting stunlocked and blinded.
Also refactors syndi-borers to display their objectives along the other
borers instead of as an antag, since they TECHNICALLY count as a borer
for their escape objective, enabling them to cooperate.
Refactors borers weakness-chemical to be a variable instead of
hardcoded, allowing admin var-editing to work.
Borers now inherit the objectives of their parent-borer. Normally makes
no difference, but if admins were to give custom objectives to one
borer, then all its children will injerit it.

Removed a piece of text that was redundant at best and incorrect at
worst. Syndicate borers makes it show up as the default 10 needed when
no other borers existed and normal borers already state their own
objective individually.
Borers with minds are added to the HUD and can see the HUD.
Humans with a borer are added to the HUD, but CANNOT see the HUD.
If the borer leaves, the human is removed from the HUD.
Aphrodisiac and Anaphrodisiac added to borer chem list. Now that TG
removed borers, maybe they'll stay on this time.
Also added flufftext for borer_chems, so that there is some kind of
feedback to the host when their borer puts something in them. I'm not
sure what span class should be used, but the chem is usually beneficial
and the only chem that might be dangerous (meth) is not very subtle as
to miss it just because the span class...
Also added snowflake exception for citadel chem flavor text, because
some people/species cannot feel arousal and thus would not notice the
chemical having any effect.
Enables the borer event, from max 0 occurances to max 1 occurance per
round.
Decreases random chance weight of borer event, from 15 down to the
default 10.
Increases minimum players required up from 15 to 20, as the gamemode at
MINIMUM requires 10 living players to greentext anyway and does poorly
on very lowpop rounds.
Earliest start increased from 20 minutes to 40 minutes, as our rounds
lasts longer than TG rounds do.
