Currently, a mouse gnawing open a box to get its contents generates about a screen's worth of chatspam. And the same applies to eating a box of raisins or similar large meal. I feel this isn't appropriate for the size of the creature nor the severity of the act. In any case ive come up with a better method.
Main attraction of this PR, is that the box nibbling no longer uses visible messages, it only outputs to chat once, when it finally ruptures. In the meantime, any nibbling which doesn't break the box will instead shake it around and make a nibbling sound. Shaking code stolen from locker resist

Update: I've now extended this to all animal nibbling, not only boxes, but also on food too. To cut down on chatspam from small animals eating things.
The result of this change is that a creature eating a box or a meal is simultaneously easier than before to notice, if you care about it. And easier to ignore, if you don't care.

A minor issue that's annoyed me for a long time;
This PR adds ON_BORDER support for attack animations and atom facing, causing you to face and strike in the correct direction when dealing with border objects on the same tile as you. Previously these things would fail and do no animation/facing change
Afaik, border objects really just means single pane windows and windoors right now.
Fixes a bug that gave PAI's all access.
It seems at some point silicons were changed to use an internal ID, and pais were given that same ID which had all access.
Changed it so their internal ID only has basic access and rerouted pai ID functions to it. This restores them to intended functionality, that is: They can only walk in public areas, and wherever their master has access, once the master has scanned their ID

This is a alternative solution for the borg hypospray issue.
As suggested by various players, this removes the cooldown again and replaces sleeptoxin with tramadol.
That would serve the purpose of reinforcing the behavior that the medical borgs are not designed for combat, but still allow them to operate on patients if they need to.
Top is a stack over 2/3 full, middle is between 1/3 and 2/3 full, bottom is under 1/3 full.

Okay. These modules allow you to fall from any height without taking damage. As long as your suit is powered and they're enabled, anyways. Secondly, they allow you to leap! Civilian grade allow you to leap 4 tiles, military grade ones (syndicate + ERT commander) allow you to leap 7 tiles and to also grapple people (Vox leap feature).
On top of that, if you middle click on the tile you're on with them selected, you will try to leap upwards. If the tile you're facing above you is a solid (non-open turf, but not dense either), then you will start to climb onto that tile. Civilian grade model isn't powerful enough to jump you there fully, so you gotta spend 4 seconds grappling for your life. Get interrupted in that time, you fall. Military grade models hop you instantly.

Powersinks explode ~18 minutes after being placed on normal SMES setup. Obviously more input from engineering will make this process go faster.
Upon reaching their capacity, they will now cause a larger area power surge. The surge will smash all lights belonging to APCs within close to moderate proximity, and call EMP act on all connected powernet items that are within range (severity depending on distance). All of those items have a small chance to cause a minor explosion as well, primarily because EMP act is fucking whimpy.

IPIntel and BYOND account age relating panic bunker settings from TG. Also implements methods for potentially tagging VM users. Ontop of all of this, creates a spiffy UI for admins with R_SERVER to adjust the settings of the entire suite at runtime.
Instead of just turning the wizard into a skeleton with the resurrection proc, the lichdom spell will now create a phylactery, bound to the wizard. When the lich dies, he can use a skill to return to the phylactery, where he will come back after to life some time. If the phylactery is destroyed, the lich will be unable to return to life. Trying to use dark resurrection without a phylactery will result in the lich's body being dusted.
Also, adds a new sprite for the wizard book.
This PR edits the lighting engine's turf selection algorithm to also include turfs below openturf tiles, allowing for cross-Z lighting.

Lights now will now shine down Z-levels when they light up an open turf.
Commented-out openturf starlight pending making it not pummel SSlighting.
Openspace overlays are now only queued if they are not already in the queue.

Shells Frames' species no longer show up on examine. They can still be detected via. other means such as checking pulse, health scanners, or them being damaged.
IPC Tags are now located in the head instead of the groin.
Note: This does not affect tags showing up on examine. They must be manually removed from the shell to completely disguise their examine text.
Changes the main access lift into two seperate lifts. Should vastly decrease congestion.
Changes the AutoLocker into an AutoDrobe, a floor mounted pad that does what the autolocker did instantly. Should solve round-start confusion.
Fixes a handful of bugs.
Off-topicedly, pretty much doubles Vaurca starting phoron, adds more phoron to K'ois and K'ois byproducts while removing more K'ois from raw K'ois. Adds a moderately expensive K'ois bar to the snack vendors for until I can figure out how to code phoron suppositories.
This should fix manhacks attacking traitors, heisters and mercenaries, and yes this was tested.
Also fix ipcs being able to repair themselves with cable coil.

A small tweak patch to fix some odd balancing issues with certain chems. Generally homogenising the poison chems to have less instakill options and see a little more use from the less common ones
Majorly nerfed polytrinic acid, because it was lethal at 5u dose
Majorly nerfed mercury, it was a 30 second kill and its available in the dispenser.
Minorly nerfed a couple of other things, mostly standardisation - factoring in removed where it wasn't before. doing flat effects every metabolism tick is generally bad. This was the issue with mercury.
Buffed the base metabolic rate of poisons. its still generally extremely slow
Buffed lexorin by removing the (irrelevant) brute damage and adding some extra oxyloss instead (doesn't heal due to the losebreath effect). This should make the changeling's death sting not entirely worthless.
