01f794a153 Teleportation standardization, channels, and interception (#41371)

add: Spraying holy water on tiles will now prevent cult-based teleportation from using them as a destination point.
tweak: Quantum, wormhole and magic teleportation is no longer disrupted by bags of holding.

Refactors some teleportation code so it uses do_teleport instead of directly forceMove.
do_teleport now has a channel argument, to specify the type of teleportation used. This will affect what can and cannot interfere with teleportation. For example, BoHs interfere with bluespace teleportation but not wormhole, quantum or magic teleportation.
do_teleport now sends a COMSIG_ATOM_INTERCEPT_TELEPORT signal, allowing the target turf (or anything placing a signal on said turf) to react appropriately. As a proof of concept, blessed tiles use it to prevent teleportation from the cult channel.

Intercepting teleportation can have interesting potential uses, from teleport denial fields, to teleport scramblers (teleports you somewhere else instead), telefraggers that gib anyone unlucky enough to teleport in their area of effect, teleport anchors that shunt all teleportations in a wide area to themselves, and so on.

tweak: Most upgradeable machines now show their upgrade status when examined while standing right next to them.
tweak: Added examine messages to teleporter stations that hint at their multitool/wirecutter interactions.
tweak: Renamed teleporter stations from station to teleporter station.
code: Changed the teleporter hub accurate var to accuracy; the old name misled people into thinking that it was a boolean.

Machines don't really give players feedback about upgrades, aside from machines like the cloner where new functions are unlocked. I'm adding examine descriptions that should help with this:

4116f7ec79 Techwebs Backend Refactor - Removes references from techwebs and uses IDs instead (#40596)
Yeah yeah I know no opening too many WIP PRs but this one's [ready] and I want to make sure any furthur techweb development doesn't keep using the old reference system which will make refactoring it harder, and this makes it easier for coders to do stuff in theory (at least for me), standardizes getting a node/design, and makes stuff actually GC properly.

071e6f0a99 Fixes experimentor pickweight and goo runtime (#37822)
The experimentor is less likely to produce food when it transforms an item

The experimentor no longer breaks when the toxic waste malfunction occurs multiple times and isn't cleaned up

The experimentor irridiate function actually chooses what item to make properly rather than picking from the start of the list


The food weight change is because the probweight var wasn't effective because food was added to the list before anything that would increase the var, it's so low because there's a ton of food and it should be possible to get other things. I tested it in game and food is still the most common thing to get, I could bump up the prob for non-food things if needed.

The toxic waste runtime would make the experimentor unfixable except for reconstructing, and that resets the experiments.

The previous method of picking was broken and pretty poorly coded, I moved it to an associative list and the existing and non-broken pickweight function (not sure if this is also a code change).

f691256e97 relic teleport no longer recursively calls itself
I don't believe byond supports proc dispatch by arguments, so it's just
calling the same proc on the relic instead of the global proc and
throwing away the extra arguments, this infinite loop will surely end
the server

because the shortest path from point A to B is a straight line, when projectile ranges are "number of times moved/processed" ofcourse it's going to be shorter if you fire diagonally. It will be a problem as long as range is done like that or if range are in "pixels/tiles" moved without outright using get_dist.

* moves a few things to initialize and adds radiation insulation

* adds a radiation contamination mechanic and makes requested changes

I'm terrified by the possibilities from this

c1794bb402 Fix many instances of "the the"
All uses of "the [src]" have been fixed, as well as other bad string
interpolation directly adjacent to such uses.

In addition to its message, the circumstances under which the tracking
implant locator fails have been updated to use the correct define,
malfunctioning on CentCom rather than on the station.

58d0f12c5c Removes a great amount of machinery copypasta with circuitboards.
Also changes New -> Initialize in most of them.
renamed: `code/game/machinery/computer/computer.dm` -> `code/game/machinery/computer/_computer.dm`

7db828644c EngiMarket Part Four - Ranged RCD and Rapid Lighting Device (RLD) (#25263)
Two new items, one brand new, the other an RCD that works at range without any other bells and whistles.

The RLD allows you to create floor and wall lighting along with temporary (they use fuel like flares) glowsticks at range. It can also deconstruct lights. The best part of this feature (besides the visual "ammo" updating icons) is the ability to select absolutely any color you desire.
