## About The Pull Request
- Fixes background apps not reloading the UI
- Standardizes opening/closing/backgrounding apps
- Simplifies the way apps are closed instead of having 2 procs, one on
the PC and one on the program, being named the same thing (wtf)
- Removes program states. They existed so computers can know to update
their UI every process tick, but since we now do this event based, this
is no longer needed, which is good.
- Replaces the 'forced' arg from kill_program as it was completely
unused, with ``reload_ui``, which is now used to open the UI on close,
and not to when we don't want it to.
- Closing background apps no longer reloads the entire UI
- Responding to an NT Message will no longer open the UI on your face.

## About The Pull Request
Tablet UIs are now changed when opening/closing an app, instead of
constantly checking for a UI change every ui update.
Program UI acts no longer call parent, as it was unnecessary, Computers
are the ones that should be calling it.
Fixes a ton of problems with static data not updating, such as in
Messenger, ID management, Siliconnect, and Chat client
Chat Client's Admin mode also works again, which was broken when
accesses to check was turned into a list.
Turns a few lists in Robocontrol into static ones when we aren't
changing anything, and makes it actually scan your ID's access.
Fixes budget ordering being unable to show the cart/call the cargo
shuttle.
## Why It's Good For The Game
While I can't seem to find a single issue report on any of the above,
these are still problems that should be fixed.

crew manifest once the inserted ID is ejected. Additionally, when the ID
trim is changed, the manifest is updated.

pre-demotion, this fixes that.

## About The Pull Request
- Tablets now refresh their page when changing programs, this means the
UI will no longer close and reopen itself several times (or even have
several UIs open if shit broke hard enough).
- Removed tablet's attack self because interact already does everything
it had to do.
- Header programs now close when minimized (as there's no button to
close them in the main menu.
- Removed a lot of program UI stuff, it's now handled by the PC itself,
such as header data and ui host.
- Cut off asset sending from TGUI into it's own proc so I can re-send
assets when changing programs
- Added an ejection button for machine computers
- Fixed ID not ejecting into the user's hand when using 'Eject ID'
- Fixes a minor runtime when opening the MODsuit application without a
MODsuit already connected.
## Why It's Good For The Game
Fixes some bugs that I found with tablets
UIS now won't be flickering as bad in front of them, or have
inconsistent placement (like when you move your main menu UI, go to
Messenger, then it's back to the center of the screen).

- This makes crew records a proper datum rather than assigning
properties record.fields.
- General, medical, and security records are merged.

obvious.
- Wanted states are now defined (and you can suspect someone through
sechud)
- pAI (unrelated but annoying) had some poorly named exported types that
i made more specific
- Job icons are moved back to the JS side (I wanted to get icons for
initial rank without passing trim)

* Fix inability to demote certain subordinates with the ID card app. (#57317)
The trim system handles the interaction between heads and their air quotes "subordinates" differently. Instead of checking for head_subordinates - Which is a compiled list for who is and isn't a subordinate of who based on job datums - We instead check for the ability to apply a trim's access template to a card.
This means that if you're able to assign a trim's access as a template, you're able to demote that trim too.
This fixes some edge cases like being unable to demote Security Officer (Department) cards because technically Security Officer (Engineering) and Security Officer (Science) aren't real jobs (insert joke here) - They lack job datums and never get assigned as the HoS's subordinates.
This is a much more modular and intuitive way of handling demotions.

Revamp of the software downloader program for modular computers.
Changes:
- Programs are now sorted alphabetically with incompatible ones in the end of the list.
- Installed programs are now displayed in the list.
- Added program icons.
- Moved the error messages in place of the download button.
- Only the most important error message is displayed now. Priority: compatibility, access, free space.
- Syndicate programs are now displayed in the same list, but have a warning message from NT (There are no warning messages on syndicate OS).
- Added program categories to improve navigation. The default option "All" contains items from all categories.
- Download progress bar moved in place of the Disk usage bar. Disk usage is updated only after the download is complete, so the information was inaccurate during download. And the download bar now always visible regardless of selected category.
- The old download progress bar (next to the corresponding program) is replaced with "Downloading" indicator with a spinner.

* Improve ID console name and assignment input (#56662)
reject_bad_name and reject_bad_text doesn't directly sanitize. It's
best not to rely on this proc to sanitize as that's not the point of
it, even though it can sanitize as part of its functioning. Instead,
we explicitly sanitize the input first, then we reject_bad_whatever
on the sanitized input.
It also offers improved feedback to the user instead of failing
silently, and allows numbers as some of our ID cards (For example,
prisoner IDs) have numbers in their registered_names and assignments.
I don't like creating the game world in a state that players cannot
also replicate themselves.
Also swings by the ancient HTML interfaces to bring them up to the
same standard through either sanitizing input or stripping input as
appropriate.

I've condensed the logging into a single define, to allow ID card logging to be easily tweaked and to clean up some messy copy-pasted code.
There is no longer admin messaging for Head of Staff accesses, but it's all still logged as it was before.
There is a new option for the Investigate verb.
Which has the complete logging history for ID card changes that are currently tracked, all in one place.
Which admins can ALSO access from Get Current Logs and Get Server Logs for past rounds via id_card_changes.html

Also fixes an oversight where the Plexagon HR Core app (job management) was reading worn ID rather than inserted ID.
Also adds names to differentiate between primary and secondary card readers so both show on the screwdriver remove menu.
Also makes using IDs on a modPC actually call the InsertID proc, so that having the secondary ID come first in the list of parts doesn't give it priority.

About The Pull Request
A PR now several weeks in the making that spiraled ridiculously out of control for something not many even use.
What else is new in NTOS hell?
I spent several days doing nothing but playing escape from tarkov so this took longer than expected I valiantly spent all night and day working on this, and barely finished it before The Deadline
the card ntos program was split into three programs, manifest, job management, and id card modification. It didn't make much sense for them all to be the same program imo, and made the project a bit more managable.
Airlock electronics saw some improvements as well since it uses this new access control section as well.
Yet again some new functionality and improvements to core components. Buttons now have an "altSelected" feature where instead of changing the color it adds a small white marker, among some other things.
There were a couple of small changes in inconsequential ways in other places, and datacore was refactored a tiny bit. Probably some other stuff I don't remember.
I would replace the old card console with a modular computer right now, but I know a few people actually use this program and want a bit of time to iron out bugs and inconsistencies before replacing the main job console with it.
