Since there was demand for more cell types this is a weapon cell that recharges, but this one has less charge than a normal one, meaning less burst at the reward of regen over time.

Unlike the normal      **C U B E**    cell this one requires weapon tech as well and Silver.

Paralysis is too likely chance reduced.
cost benefit too weak, now also converts brute at the cost of dealing more fake damage (fake damage is healed quickly by resting)
Readded stabilization since otherwise that fake damage tradeoff will cause force resting.
