Moved mundane meteors and major spiders to disabled. Commented out major slimes and moved it to disabled as it spawned too many and its potency is often underestimated.

Rebalanced a ton of events. Mostly centered the moderate events around an average of 60 points to occur. Some event weights have been reduced like atmos leak, communication blackout, and gravity failure, but they are all still very likely to occur. Stuff like hostile mobs and meteors are now more likely to happen, but at least have a chance of occuring first before all the previous mentioned events.
Major events was also tweaked majorly. For blob carp migration, you need to have three officers on station, then it becomes fairly likely to happen. For blob, two security can have a low chance of triggering it, but having a third will increase likelihood. Major spider infestation has a very tiny chance of happening with an HoS onboard, but a good chance with two security on.
There's just a lot of changes. Best to stare at them and run the math yourself.
Security-related events are now more likely to occur when security is online. I also added two new defines for Head of Security and Warden, and gave them additional weight for said events because they have access to the armory.
Also tweaked meteor event for engineers so that the moderate and major events have a small chance of occuring with even just one engineer on station.
Comments out requests for any sort of mechs and makes the points rewards randomised in proportion to the event's severity. Minor would give you a low amount of points. Major would give ya a heaping pile of points. Minor edit to the paper thing so it's not blending with another word.
+Added a mutant infestation that causes special event mice to mutate and grow into rats.
+Placeholder stuff has been added for mutant lizards to spawn as well. So far it spawns regular lizards.
-Reverted mundane infestation mice back to regular mice that won't mutate into rats.
- Fixes spiders (I hope?) - Spiders now spawn in groups of 2-8, growing up should be fixed as well.
- Christmas-ifies all the maps
