Also refactors bandana adjustment. I made the change because now it won't revert back to a black bandana after you adjust it twice after colouring it with a crayon in the washing machine.
Tested in the following ways:
Multiple washes, multiple recolourings: Description stayed 'The colours are a bit dodgy' and the name was appropriate for the colour. No sprite issues.
Spammed the adjustment, changing from the head to the face slot at random intervals: Same as above, no sprite issues, description was as intended, name of the item was as intended.
The tweak I made to the East and West directions of the Tajara and Unathi bandana sprites were just to make it fit the muzzle better and make it look like the cloth was pulled taut over the mouth as was the case with the Vulpkanin bandana (and the Vox) to a degree. Slightly less ghetto looking.
Enhanced Bandana Adjusting Functionality
Fixes a bug where adjusting a bandana kept it in the same slot
regardless of whether it was meant to be worn as a hat or a mask.
Fixes a bug where adjusting a bandana didn't change whether or not it
obscured your identity, even when you were wearing it as a hat.
Adds Vox versions of the Officer SWAT sechailer + HOS SWAT sechailer + Warden SWAT sechailer.
Adds versions of the following, re-sprited to fit Unathi, Tajara and Vulpkanin:

All bandana colours (+ skull pattern), up and down states
Breath mask, up and down state

The sprite was just laying around, it seems.
Feat. (feet) toeless jackboots.
Inspired by the toeless jackboots on Polaris.
This works the same as gloves. You take wirecutters, click the footwear,
and bam! Changes the sprites, and opens the toe-- letting Unathi and
Tajara wear the footwear if they weren't allowed already.
If you try to cut open the toes of already toe-cut footwear, it won't
let you.
If you try to cut open the toes of footwear that don't support that
functionality, it does nothing.
Also brings match-shoe lighting up to the same standard as glove and boot
cutting.
Adds a navy blue version of the Centcom Officer's beret, giving it to
the Blueshield.
Gives the Blueshield beret the exact same armour and strip-delay values
as the SECURITY OFFICER'S beret.
Adds the ability to put cheap lighters and individual matches into
cigarette packs at the cost of cigarette slots.
- A cheap lighter takes up the space of 2 cigarettes
- Zippos won't fit, they are too boxy.
- A match takes up the space of 1 cigarette.
Increases the w_class of all lighters (cheap, zippo, and special zippos)
from 1 to 2
- Still fits in pockets, just can't shove as many into a box as they
take up more space
Adds the ability to light and put out matches on your shoes.
- Good for when you lose that matchbox (or shove matches into a cig
pack) and need a light.
- Works on all shoes, from the humble brown shoes to the devious
syndicate magboots, and even the clown shoes.
