Port and tweak from World Server of their weight and body type system
Removed the current size trait system for player mobs.
Replaced with the weight and size system from world server.
Mobs with heavier body types will be slower but have a higher metabolism.
Mobs with thinner body types will have a slower metabolism and are more fragile.
Being tall or short has no effect aside from the sprite.
Couple weird quirks (sprites are a lot more fuzzy compared to world server, and lying down sprites can look slightly off) but overhaul seems usable.
Refactors prison jumpsuit slightly to not be a child of the orange jumpsuit, which in turn gets its own sprite. Left/right hand uniforms don't seem to be applying in-game when carrying the suits but that's not too bad of an issue. Uniform on the mob shows properly and works with sleeves rolled and uniform rolled down.

To help break up the uniform.dmi into smaller chunks so we can add more stuff.
- Made the solgov uniforms use the accessories system for denoting department instead of having several different sprites in the uniform dmi folder. (Stuff was already ported from Bay just not linked together.)
- Removed redundant solgov uniforms from uniform.dmi and moved the sprites for the solgov uniforms to their own dmi.
- Fixed storage vests and drop pouches disappearing when one rolls down a uniform.
Put Misty as author in changelog since I'm only removing the comments.
Notes for balancing decisions:
Chassis costs 2 sheets of phoron (and some steel)
All gygax parts that go on only cost steel/glass
Instead of the gygax's diamond armor plating, it uses 5 plasteel
The "targetting" board costs the same as a standard board (glass and acid)
