added catwalks to maints
...
- added catwalks to all active map maints, which allow see through of pipes, cables etc underneath them while preventing mice from biting them
- the design philosophy of this is: catwalks should be placed over longer annoying stretches of maints to cover wires, but they're usually exposed near maint entrances or airlocks

Re-Adding Bounty Consoles
...
Civilian bounties are great, don't get me wrong. But they're civilian bounties and it feels like cargo lost their thing to do, namely putting annoying sheets of paper everywhere. Plus checklists make the brain go ding when you work through them arooga.

Moves Pubby Court and Adds the BEPIS to Science

Moved courtroom, it's now adjacent to security. This means the monastery power/air supply room got moved back to where it was. While moving around the courtroom, interrogation got moved slightly higher up and now sec/cap's maintenance has a supply-ish room for repairs.
