* Adds a GPS component. Megafauna no longer needs gps implants.
* Removes commented out code.
* Removes the last internal radio
* I was already wondering why the diff was so small
The old Laser Sprite was pretty old, literally just a 4 color line.
Decided that it should probably look more in line with a 2,000,000
Watt beam of pure destruction.
As an added bonus, the laser now fires on the correct tile in front of
the BSA now, in addition to having a built in splashwave around where
it's fired.
* adds signal and modifies each call of afterattack to call it's inherited proc

tweak: Cargo packs have been grouped and sorted alphabetically. Station goal crates are now in the Engineering section.
tweak: The cargo security section has been split into security/armory.
tweak: Grouped all gas canisters and fuel/water tanks together in one section with raw materials.
spellcheck: Fixed a few cargo pack descriptions.

The supply pack list is a total clusterfuck with items strewn all over. I've attempted to fix it by grouping items together and sorting them alphabetically.
Since cargo is a touchy subject: This PR doesn't change any prices, access reqs or contents (if it does, let me know so I can fix it).
Split security into two sections: security/armory
Grouped all gas canisters and fuel/water tanks together in one section with raw materials
Moved station goal crates to engineering
Moved plasmaman supplies to emergency

There's a certain issue of people spoofing real byond links to admins. Now all links should come with a generated key that is validated when the Topic is run.
Added DEBUG_ADMIN_HREFS to debug this system while we test it (Allows hrefs without tokens and complains about it in the logs)
Just add [HrefToken()] as a parameter to all admin hrefs. Anything that ends up running through VV or Holder will be verified
Also changes New -> Initialize in most of them.

In cases where you're creating an image to use as an overlay, it makes more sense to use a mutable_appearance if you can. The image will create a static appearance for not just the image but also each intermediate step if you change vars along the way. The mutable appearance avoids this unnecessary and expensive process. The only situation that requires an image instead of a mutable_appearance is if the overlay is supposed to be directional. MA's ignore direction while images don't. I dunno why, probably another BYOND-ism.
I added a convenience function, mutable_appearance(), designed to emulate image(). Also went ahead and set the default plane of /mutable_appearance to FLOAT_PLANE because it's fucking 0 by default.
Several overlays that were image() calls were changed to just text strings when I could. overlays += "string" has the same result as overlays += image(icon, "string") and saves a proc call.
