Syndicate Lavaland Base Small Overhaul

Removes the "comms" aspect of the Syndicate Lavaland Base and replaces it with a Nanite Lab. We get barely any antags anymore and the few who do spawn don't buy keys anyway, the comms section has no use anymore.
Also adds a few quality of life things to the base
