e4bbd94d6a Robot_module and cyborg stack refactor (#13527)
* robot_module refactor

* some fixes

1. adds medical stacks of 25 for the syndi medical borg
2. fixes various construction steps that weren't using `use()` or `get_amount()`

* review tweaks + other stuff

1. Makes a bunch of for loops into istypeless loops
2. Adds a readout of the current out of stacks a borg has, in the status panel
3. Slightly reorganizes the medical, syndi medical, engineering and syndi engineering cyborgs items

* fixes after upstream merge

* blank line for travis

* fixes and improvements

1. Fixed welder icon's not updating periodically if you were charging in a borg recharger
2. Fixes solar panels dropping /cyborg type glass when they were deconstructed.
3. Band-aid fix (incase #2 doesn't fix this) for cyborg stack's `source` var being null which resulted in tons of "cannot read null.energy" runtimes

c03621c508 Completely Overhaul Logging
This is a merged port from /tg/station and Virgo on logging standards.
The diary has been replaced with GLOB.world_game_log, diaryofmeanpeople
is gone (because it wasn't actually used) and a whole bunch of logging
procs have been changed to optimize Splunk.

9c90c817b6 adds missing lavastaff and guardian phase effect icons
kills off anim() proc, removes ninja rigsuit electricity effect
gets rid of the flick() in temporary_visual.dm because pooling is dead
updates ethereal_jaunt.dm and makes it OOP, wraiths no longer show the wizard animation, jaunters cannot move after duration is over, fixes directions errors
turns many anim() into obj/effect/overlay/temp
smoother pet heart animation

9d430844c3 Replace most (if not all) output << operators with to_chat(user, message)
Currently, to_chat is literally just a proc that does user << message.
But it'll let us do output modification in the future, especially for
something like Goon's HTML chat.

289d54661c Roboconsole gives loc and health, Drones now flash right
- Adds health and location readings to the robot control console

- Drones now update status effects, so that flashes don't last forever
