horrible color macros keep working and don't fail horribly <3

- Made ping sane again (the fuck PJ)

- Fixed like one problem with a color macro

Tigercat2000 9d430844c3 Replace most (if not all) output << operators with to_chat(user, message)
Currently, to_chat is literally just a proc that does user << message.
But it'll let us do output modification in the future, especially for
something like Goon's HTML chat.

Crazylemon64 bc2e01349f Drilling the ground makes noise, and the fuel generators work off ore too now
You can also load your generators straight from the ore box, but this will be highly inefficient, as the ore reclaimer will be able to multiply the materials
present by a large factor

TheDZD 388a265407 porta_turret fixes
Fixes infinite loop caused by porta_turrets when trying to target something on the same tile as the turret.
Also fixes a miscellaneous runtime with the mecha wormhole projector.

FalseIncarnate 62e238b9a6 Mech Syringe Gun In-Hand Sprite
Supposedly this was a bug? Maybe, but now the mech syringe gun shows up
as a syringe gun in your hand. Can't be used like one, for hopefully
obvious reasons, but I guess you can use it to scare people?

Crazylemon64 7efa8ed13f Sheet handling is much nicer now
- Nanotrasen fabrication machinery, such as those for space pods and
  exosuits, now have functional ID locks for their respective departments

- Research machinery and the fabricators now allow you to eject a custom
  amount of sheets, so you don't have to spam-click

- Splitting sheets by hand is now done by prompt

Certh 591daf04d2 Corrected the capitalization of a large amount of machines and items. This will also cause BYOND to use the correct articles (a/an).
Also corrected some periods, spelling errors etc. along the way.

If this PR seems familiar, a part of this is of an earlier PR that I messed up.

Crazylemon64 9809a5fc1b Lots of cool fixes! Read below!
- Radio MMIs can now talk on the radio like a regular person does
- Same for MMIs in mechs
- A posibrain in a mecha doesn't lose its ability to hear binary chat
- Mechs now consume power when moving again
- Disassembling mecha wreckage now doesn't have a bunch of annoying "hit
  by" messages
- MMIs in someone's grasp no longer cause a rigsuit-related runtime
