Currently, to_chat is literally just a proc that does user << message.
But it'll let us do output modification in the future, especially for
something like Goon's HTML chat.

You can also load your generators straight from the ore box, but this will be highly inefficient, as the ore reclaimer will be able to multiply the materials
present by a large factor
Fixes infinite loop caused by porta_turrets when trying to target something on the same tile as the turret.
Also fixes a miscellaneous runtime with the mecha wormhole projector.
Supposedly this was a bug? Maybe, but now the mech syringe gun shows up
as a syringe gun in your hand. Can't be used like one, for hopefully
obvious reasons, but I guess you can use it to scare people?
- Nanotrasen fabrication machinery, such as those for space pods and
exosuits, now have functional ID locks for their respective departments
- Research machinery and the fabricators now allow you to eject a custom
amount of sheets, so you don't have to spam-click
- Splitting sheets by hand is now done by prompt
- Radio MMIs can now talk on the radio like a regular person does
- Same for MMIs in mechs
- A posibrain in a mecha doesn't lose its ability to hear binary chat
- Mechs now consume power when moving again
- Disassembling mecha wreckage now doesn't have a bunch of annoying "hit
by" messages
- MMIs in someone's grasp no longer cause a rigsuit-related runtime
