e278521e54 Changing the max value for the random egun sprite state 
Currently as defined an egun can be between egun1 and egun12, xenoarcheology_vr.dmi however does not currently support this as it only has 6 sprites while the original has 12.

Every other method of incapacitation is handled by the other procs, leaving "canmove" to functionally only hinder conscious proning. Might send to polaris at some point, but they still lack the features this "fixes" and could probably use a proper de-spaghettification rework on the whole system

00f1fa2756 Exploration/Gateway Update 
- Adds a new Scatter type of gateway, abductor, which strips the person's gear and deposits them somewhere else
- Nerfs Expedition Phasers and Holdout Phasers
- Reduces the number of full size phasers in Exploration from 4 to 3
- Slightly buffs melee mobs
- Removes humanoid mobs from Virgo 3B Wilderness
- Removes ADG from one of the POIs from V2

Closes #9457

I'm pretty neutral on whether this should be merged or not, but it was apparently this way in the past.
/tg/ matches the current behavior (no one inside a disposal bin can control it, silicons can not pull the handle)
The new behavior is carbons inside a disposal bin cannot control it, silicons can pull the handle remotely
