* Odin Ghost Role Update

* Overhauls Odin Access according to the existing access levels
* Overhauls the get_cetncom_access proc
* Fixes nt ghost roles having complete access to everything (instead of just the station)
* Updates get_cetncom_access with actually used roles
* Updates jobs in get_all_centcom_jobs
* Adds a bartender / chef job to the odin
* Adds a janitor job to the odin
* Adds a medical doctor / pharmacist job to the odin

* * Add two hooks that are called when a emergency/crew transfer is called
* Add a chance that the odin chef / bartender role is enabled upon crew transfer
* Locks down the odin and spawns in the checkpoint security if a crew transfer / emergency shuttle under certain conditions

* * Increases the chef-count to 2
* Removes the produce from the chef-backpack as they have a vending machine full of it.

* * Changes the time when the lockdown occurs / the spawnpoints are enabled to after the transfer shuttle has departed.

* * Let CCIA enable (some of) those roles.

* Galoshes for the Janitor

* * Add logging

d86dcf74f8 Better Icarus Drones (#10047)
Improved Icarus combat drone code across the board, added a non-malfunctioning variant.
    The Icarus now sends combat drones to substantial space wildlife migrations.
    Added an Icarus drone target painter to some admin roles. It is an orbital drop device that will warp two Icarus drones at the targetted location.
    Added examine texts to malfunctioning combat drones that tells you what they're doing.

d7e680a575 Full rename of all real chems to bone apple tea'd versions. (#9400)
As a continuation of #9389
As a bonus, any drugs that mentioned their IRL counterpart in their description now describe their predecessor as ancient, and the new ones as modern. The biggest difference here is just the Antihistamine which was given a full new name. They're similar enough that they'll be recognized (most of them) but different enough for us to call our own and not care what the real medicines are/do since these are our sci-fantasy versions just inspired by them.

fb8af14858 Renames all instances of "Norepinephrine" to "Inaprovaline" (#9389)
It was a mistake to use real life chemicals on the grounds of "realism", especially when the chemical doesn't actually act realistically to how it does in real life. With the removal of the Inaprovaline medication as well, we can return the name to Norepinephrine, which was originally called Inaprovaline anyway.

Added a new admin verb that allows admins to more easily put observers into event bodies.
    Changed the Select equipment verb in the Fun menu to Set Human Outfit, made it a little easier to use.

c64b6f10a9 Added the IAC response team (#8052)
This PR splits the ERT file up into a bunch of files, to edit them later much easier.

1 Doctor (Lead), intended to do advanced medical stuff to heal people.
2 Paramedics, intended to bring injured to the doctor. (Can likely also do advanced medical stuff, but the doctor should be the primary one to do so)
1 Bodyguard, intended to stay with and defend in the IAC team. (Also trained in medical procedures, but not super advanced.)

e2681ea33b More Kataphract Stuff (#7909)
Gave the Kataphracts a new backpack, the Hegemony Satchel, which has slightly more than normal storage space.
    Tweaked the Kataphract oxygen tank and magboots to fit the aesthetic some more.
    Tweaked the colours of the underclothes the Kataphracts spawn with to be more easy on the eye.
    Gave the Kataphract Klax a set of magboots.

fd5dbc068f Big Unathi Update (#7857)
Fixed the powered hammer's sprites being duplicated instead of mirrored across hands, increased its chance to trigger by 5% (30%).
    Added a Hegemony version of the powered hammer with orange lights and a 50% chance to trigger.
    Made the powered hammer reset in 30 seconds instead of 45.
    Kataphracts now have new voidsuits, no longer will they wear knight armour with ponchos.
    Added new Unathi non-spaceproof body armour, which is ICly a new update to the old leather looking bodyarmour.
    K'lax kataphracts share the abovementioned body armour, but now have special modified helmets for all four their eyes.
    Buffed the K'lax helmet ever so slightly, to be on par with the new Unathi body armour.
    Fixed the Jixizi dress to be back to its former beautiful glory.
    Fixed Sinta Jumpsuits allowing you to roll down people's jumpsuits and sleeves from range.
